Classic cocktails on NW 21st
Say When slots into one of Portland's densest little strips of restaurants and shops, and it sticks to what works: bartenders building well-established cocktail formats instead of chasing novelty.
It's a solid stop before or after dinner on 21st, a street that rewards a slow walk between spots. Grab a seat at the bar rather than angling for a table on a busy night.

My Burger was awesome The bar staff was attentive and brought our food over quickly. The place had a very cool vibe. We ate, drank and played some pinball. Say when is simply a good time.

Our experience at SayWhen was exceptional. The bar staff made us feel welcome and the drinks were generous. Let’s talk about the food. Everything was amazing and delicious. We started with the oysters. The roasted beets were delicious. The chicken cordon bleu croquettes were very tasty. I would highly recommend and suggest that you check this establishment out. It will not disappoint. Looking forward to my next visit there!

Very unique location! I had seen them on Instagram and as someone who loves French food, I was very excited to visit. I appreciate that it’s super different from the other Portland spots that serve French food - it’s chill, welcoming, feels a part of the neighborhood. I ordered their mocktail, it was fine, tasted slightly syrupy. We only ordered their dessert - I liked the coffee take on the pot de creme. Creme brûlée was pretty good too.

What a delightful gem in Northwest Portland. It was created to be a friendly neighborhood restaurant, unpretentious and with great food and it really hits the mark. We loved the laid back atmosphere, part sports bar and mostly friendly neighborhood bistro with French films silently projected on the walls and pool tables and pinball machines out of sight in the back. Seating is mostly booths, which I really like and the service is simply ordering from the bar with delivery to our table. The main attraction however, is the food. In our travels in France we have had the ultra high cuisine of Paris and Provence but we loved the simple bistro food that we found everywhere and that is the theme here; well prepared and delicious food without the pretentiousness of foams and micro-portions. We started with a mixed green salad with a simple vinaigrette, refreshing and delicious. I had the steak frite, a delicious cut of perfectly medium-rare steak with a cognac peppercorn sauce coupled with a large mound of fresh fries. Absolutely delicious and only $23. I haven't seen beef on a menu lately for under $40 so this was a real surprise. My wife had the Beef Bourgogne hamburger. A perfect burger with mushrooms and bacon surrounded by a moat of Bourgogne sauce. So creative and so delicious. The check came in under the cost of a night out for pizza! We love this place and will definitely be back. We even had a table side visit from Paul, one of the owners.
